Over the past two months, independent engineer Fred Spain, has been reviewing the Carisbrook Levee and Tullaroop Creek.

We have been fortunate to work alongside key community members who have been strong advocates for many years around the protection of Carisbrook. We thank the following reference group members for the data they have shared and the time they have spent with the independent engineer, ensuring he had a comprehensive history of flooding in the town:

  • Ian Boucher
  • Greg Corcoran
  • Trish Coutts
  • Paula Forbes
  • Peter Higgins
  • Judi McKail
  • Wayne McKail
  • Keith McLeish
  • Bryan Perry
  • Leonie Van Rooyen

The independent engineer has made suggestions including conducting an internal flood study, along with a detailed maintenance program to be developed and delivered on to ensure the levee functions as designed.

Council has been made aware that Entura and Jacobs were not provided with an opportunity to be interviewed by the independent reviewer as part of the review process. Council acknowledges that Entura, North Central Catchment Management Authority, Water Technology were not given the opportunity to respond to the assumptions and findings of the independent review prior to the final report being released to the community on 7 August, 2024.
